The surface is small enough to learn

A platform you can hold in your head is a platform your team can debug at three in the morning. DigitalOcean's catalogue is short by design, and for most products that is a feature rather than a gap, because the services that are missing are usually the ones a young company would not have touched for two years anyway.

The control plane is their problem

DOKS gives you a managed control plane, so upgrades, etcd and the API server stop being something your engineers lose evenings to. What is left is the part that carries your product, which is the part worth your attention.

The documentation assumes you are learning

Their tutorials are written for someone meeting the concept for the first time, and that shows up in how fast a new engineer gets useful. It is an unglamorous reason to pick a platform and one of the more durable ones.

What it does not mean

Being in the programme does not make DigitalOcean the right platform for you. Some workloads want a service catalogue DigitalOcean does not have, and for those we say so and build on AWS or GCP instead. We run all of them, which is what lets the recommendation follow the workload rather than the badge.
